From Policy to Pavement: How an MPA Degree Shapes Public Infrastructure

Pocatello, ID — In this episode of The Poli-Sci Connection, Dr. Mark McBeth, Director of the Master of Public Administration (MPA) program at Idaho State University, interviews Becky Babb, a 2015 MPA graduate and current Public Works Project Manager for the City of Pocatello.

A Lifelong Idahoan with a Passion for Community - Born in Aberdeen and raised in Pocatello, Becky describes herself as a fourth-generation Idahoan deeply invested in her community. After raising her family and earning a history degree at ISU, Becky was guided toward the MPA program instead of pursuing law school—a decision she describes as “a dream ever since.”

From Policy to Public Works - Despite the MPA's roots in government and administration, Becky found her niche in public works—an unusual but effective fit. Working alongside engineers, she brings project management expertise, administrative oversight, and a strong understanding of policy processes.

Her responsibilities include:

  • Managing sidewalk and infrastructure projects
  • Overseeing major efforts like the Center Street underpass and Hawthorne/Quinn intersection
  • Applying for and administering federal and state grants, including RAISE, Reconnecting Communities, and EPA funding
  • Coordinating interdepartmental and city council approvals
  • Ensuring compliance with Build America, Buy America regulations and navigating procurement complexities

How the MPA Program Translates to the Real World - Becky credits the MPA program for giving her the analytical tools and organizational theory knowledge she applies daily. Courses in policy analysis, stakeholder communication, and organizational theory shaped how she navigates city bureaucracy, grant writing, and interagency coordination. She highlighted the importance of:

  • Breaking down complex information for varied audiences
  • Managing multi-stakeholder projects from planning through maintenance
  • Navigating administrative layers and procurement conflicts across local, state, and federal levels

Balancing Life, Work, and School - As a mother and working professional during the MPA program, Becky emphasized the importance of support systems, flexible scheduling, and creative engagement. She encourages students to:

  • Make use of professor support
  • Find ways to make assignments personally interesting
  • Balance commitments with realistic expectations and community support

Advice for Future MPA Students - Becky advises current and future MPA students to lean into their creativity, engage with real-world problems, and find joy in the process. She applauds ISU’s efforts to integrate alternative assignments like podcasts and infographics, which align with the real communication demands of public service.
