Water is everything in the West. But who gets it and who doesn't can come down to a law written more than a century ago.

A new investigation from Oregon Public Broadcasting and ProPublica examines how that system is leaving some farmers struggling while others continue to use plenty of water, even during drought.

Oregon Public Broadcasting reporter Emily Cureton Cook joined Idaho Matters to tell us more about her investigation.
